The multi tiered approach known as the "house", shown above, comprises two leader guides, 11 modules and a toolkit. The house format illustrates how implementation is done. Starting with the Foundation modules to build a solid base, the Enablers focus on operational human factors and finally the Process modules target specific operational areas. Each module involves managerial, operational and support staff across all disciplines within the crime laboratory.
Implementation of the Foundation modules is carried out in sequence, as they follow a logical path. Experience shows that a focus on organizing the laboratory environment and understanding current performance, prior to addressing process issues, enables the causes of wasteful activities to be eliminated first. This frequently improves performance, reducing the volume of symptoms leading to sub-optimal operation and hence reduces wholesale revision of processes.
